Communications/Dispatch Center: Any facility that provides public safety telecommunications, dispatching, 911 answering, or any combination of these services. Preferred to other common but more limited terms such as “dispatch center” or “public safety answering point” (PSAP).

Emergency Responder: Anyone who responds to an incident or emergency. Includes public and private agencies; first, secondary, and tertiary responders; all disciplines (fire, law enforcement, medical, hazmat, etc.); and all levels of government. Preferred to the more common but narrower term “first responder.”
